Deputy Prime Minister and Lae City Authority Chairman John Rosso cutting the ribbon to launch ServiceLink in Lae

People and businesses in Lae can now apply for licences and permits, pay the city and follow their applications from a phone or a computer, through ServiceLink. Lae City Authority (LCA) launched the platform on Monday 4 May 2026, when Deputy Prime Minister and LCA Chairman Hon. John Rosso cut the ribbon, and LCA Chief Executive Officer Robin Calistus thanked NiuPay as its technology partner.

With ServiceLink, residents and businesses can apply for business licences, permits and registrations, pay securely, lodge complaints and service requests, and follow their applications in real time, wherever they are. LCA staff work every application from a dedicated back office, and the city can report openly on how its services are performing.

“ServiceLink is about making it easier for our people to access services without unnecessary delays. It ensures that what taxpayers pay is properly collected and returned to them through better services.”

Hon. John Rosso, Deputy Prime Minister and LCA Chairman

Payments go through Kina Bank’s internet payment gateway, so every kina is tracked from payment to account. The platform runs securely on Amazon Web Services, under the Department of Information and Communications Technology’s Certificate of Compliance process. Read more about our revenue collection work.

“This partnership reflects our broader mission to help government agencies deliver services that are efficient, transparent and user-friendly.”

James Inglis, Chief Executive Officer, NiuPay

ServiceLink is the first platform we’ve built as a product for local government. Lae runs it first, and it’s ready for councils across Papua New Guinea. Thank you to the LCA team, who have worked with us since 2023 to bring ServiceLink to the people of Lae. The National covered the launch.
