Land and property

Land and property systems, from the first record to a digital title

We design, build and run land systems for governments and councils across the Pacific Islands: registries, titles, rent, rates and payments, with online services for the public.

What we can do

Everything a land service needs, in one system

Land registries

Leases, titles and transactions held in one system, with a clear history for every parcel.

01
Digital titles

Titles issued and held digitally, including strata titles for units and apartments.

02
Billing and arrears

Rent, rates and land tax billed on time, with arrears visible and followed up.

03
Payments and reconciliation

Online, kiosk and counter payments, each matched to the right property and reconciled.

04
Online services

People apply, pay and check their records from a phone.

05
Reporting

Revenue, arrears and activity reported for leaders and finance teams, up to date every day.

06
A first for Papua New Guinea

The first digital strata title

  • Port Moresby, March 2026

Papua New Guinea issued its first digital strata title in March 2026, following the country's first digital land title. Both came through the land platform we built and run with the Department of Lands and Physical Planning, which has carried the country's land records, titles and payments since 2020.

Where it fits

Who we build land systems for

Registries, titles and land revenue at national scale, as with Papua New Guinea's land platform since 2020.
Rates, land tax and council services online, as ServiceLink does for Lae City Authority.
Local land records and revenue, kept in step with national systems.
Strata and unit titles that let people own the homes they live in.
