NiuPay and DICT sign a memorandum of understanding on generative AI across government
Generative AI can take a great deal of routine work off public servants’ desks, and the Department of Information and Communications Technology (DICT) and NiuPay have agreed to work together on bringing it to more of government. On 27 November 2025, the State, through DICT, and NiuPay Limited signed a memorandum of understanding to foster collaboration on generative artificial intelligence initiatives across government. It runs for five years.
DICT Secretary Steven Matainaho and our Chief Executive Officer, James Inglis, signed it during the Digital Transformation Summit 2025 (DTS25) at The Stanley Hotel in Port Moresby, with our Chief Technology Officer, Jason Kurdzinski, among the witnesses. DICT has published the signed memorandum with its other partnership agreements.
A working example
Introduced carefully, with clear rules, people deciding what needs judgement and data kept under government control, generative AI is already doing real work in Papua New Guinea. Since early 2025, the MyICSA Analysis Engine we built with the Immigration and Citizenship Services Authority has used generative AI to process visa applications in production, with officers deciding the cases that need a person.
The memorandum gives DICT and NiuPay a framework to bring more systems like it to government.
At DTS25
We were a Gold sponsor of DTS25. James Inglis joined the panel on digital public infrastructure for economic growth, and our team demonstrated AI-assisted visa processing to delegates. Thank you to Secretary Matainaho and the DICT team.
