Land lease payments go online with eLands and GoLands
Leaseholders in Papua New Guinea can now pay for their land lease from a phone. In August 2020, Prime Minister James Marape launched the Department of Lands and Physical Planning’s (DLPP) eLands and GoLands platform, delivered by NiuPay with Kina Bank.
Leaseholders can register and pay online from a smartphone, tablet or computer. The first phase covers revenue collection, with customer relationship management to follow.
Lands Minister John Rosso said the government paid nothing to build the system and will pay nothing to run it: the arrangement sits between Kina Bank and NiuPay. “As the department and the government, we do not pay one toea,” he said.
It’s the first step in a longer programme. The Department plans electronic titling within three to four years, so that titles themselves can be created and issued digitally.
EMTV and Business Advantage PNG reported the launch. Read more about our revenue collection work.
Update, March 2026: the electronic title arrived. Papua New Guinea issued its first digital strata title on 26 March 2026.
