ServiceLink, the online platform for Lae City Authority services

Businesses in Lae can now pay their Land Tax from the office, at any hour, with a digital record of every payment. On 28 September 2026, Lae City Authority (LCA) moved Land Tax fully online through ServiceLink, giving back the half day many businesses used to spend queuing at the counter with cash.

We marked the change at the Digital Modernisation Information Breakfast at the Lae International Hotel, hosted by the Lae Chamber of Commerce and Industry (LCCI) and LCA in partnership with NiuPay. LCCI President John Byrne, LCA Chief Executive Officer Robin Calistus and our Chief Operating Officer, Trevor Manokore, took a full room of Lae businesses through the platform. The questions from the floor were practical and to the point, from businesses keen to get started.

Paying the city in minutes

On ServiceLink, businesses and residents register, link their properties, view their statements and pay Land Tax by card or EFT at any hour. A business can appoint one authorised person to manage the account and billing for the whole company. Land Tax is the start: trading licences, garbage fees and other city charges will follow over the coming months.

ServiceLink launched in Lae in May as our first product for local government, and it runs on Kina Bank’s payment rails. Thank you to Kina Bank for joining us on the day.

A team in Lae

On the same morning, we announced a permanent presence in Lae. After months of flying in and out, we’ll have a local team supporting LCA and ServiceLink users, and working with businesses across Lae and Morobe Province that want to digitise their services, automate their processes and take payments online. We’ll recruit locally, including graduates from the PNG University of Technology.

“When Lae needs help, they won’t be calling Port Moresby. They’ll be calling their neighbours.”

Trevor Manokore, Chief Operating Officer, NiuPay
